 Why not raze DC General and build a nice multi-unit homeless shelter with wings on the site? Drug addicted and people in need of mental health each get their own wing, families in garden style apartments or what have you, all services consolidated, shuttles to schooling or job hubs?  There is a metro close by. This is not meant to be a permanent living arrangement--I am not sure why the city if bending over backwards to place people in what basically come down to overpriced rentals with duplicated services.
