You can't "have someone arrested" because you don't like what they did for their own legal safety protection. I'd pepper spray any strange animal that comes up to me. I'm not a mind reader of dogs I don't know what your dog will do, if it's going to jump or bite me, and I'm not going to wait to find out. We took him to court and beat his ass. The evidence was clear. He moved away soon after.[/quote]
