We had relatives whose 18 month old went to 'camp' all summer. Did wonder about that? She seemed a bit young for roasting marshmallows on a campfire.
Probably 95% of kids in any given summer camp are not roasting marshmallows on a campfire. It's pretty universally understood in this country as childcare during times when school is not in session. Perhaps their preschool offers "camp" during the summer (which likely has no change in curriculum, unlike primary school age)?
I went to YMCA day camp back in the 80s. There were no marshmallows--we played games, did crafts, sang songs, and ran around the park. No one freaked out because they called it a camp.
