Somehow that's legal.[/quote] DCPS and Charters don't have to play by the same rules on this. DCPS has application-only high schools -- charters have to take all who apply / get in they a lottery. DCPS dual language/immersion schools can run parallel lotteries to ensure a mix of English-only speakers and students who are dominant in the target language. So yeah DCPS can probably do a school aimed at at-risk, males of color. [/quote]
