99% of the dogs in rock creek (trails) are off leash. So sorry folks. I run with my mine off leash too. He has a shock collar so that if he gets close to people I can beep her. I love running with him. If you tell a ranger, people never get caught b/c I swear there is a code. Everyone will know that a ranger is in the park in 30 seconds!
Then you are an idiot. First, shock collars are cruel. No decent dog owner would ever use one. Second, it's easy to run with a well-trained dog. We've had German Shepherds in our family for as long as I can remember. We have two right now. I run with them all the time - on leash. They are both super laid back, well-socialized, and they love people! They are well trained with excellent recall. I can call them with a "here" and they will stop and a dime and come to heel. But the family walking ahead of me has no way of knowing that. Why would I cause another person stress when a simple leash is all it takes for reassurance? I also have no way of knowing how another dog might react to mine. And how can you be sure you are picking up poop if your dog is running free? Plus, it's agains the law. I really hope you get caught. Quite honestly, given your use of shock collar, you should like a shitty dog owner.
