99% of the dogs in rock creek (trails) are off leash. So sorry folks. I run with my mine off leash too. He has a shock collar so that if he gets close to people I can beep her. I love running with him. If you tell a ranger, people never get caught b/c I swear there is a code. Everyone will know that a ranger is in the park in 30 seconds!
The fact that PP wrote " I run with my mine off leash too. He has a shock collar so that if he gets close to people I can beep her. I love running with him." So this person is running along and the dog could easily be out of the PP's sightline. I know people with well trained dogs who run with 1-4 dogs at a time for miles. The runner sets the pace not the dog. Maximum 2 leashes with an attachment so 1 lead serves 2 dogs. Well trained dogs will run in this formation. No pulling or lunging or attempting to bother people or animals. No access for human or animal prey drive. Also the dog is by the side of the runner.
