I would also add, how is anyone a "primary caregiver" if the child does not spend the majority of time living in their home and being cared for by them? Wherever the child spends the majority of each week, and whoever is caring for the child in that case, is the primary caregiver. If you're the mom/dad, you live in DC, but your child lives in MD with grandma and is dropped off every day by grandma, goes home every night to grandma... that child does NOT live in DC, nor should they enroll in DC public schools as a DC resident. And if this arrangement comes to light, that's it, you give up your slot and pay up back tuition.[/quote]
