Paramount 14 Priscilla just got a reallocated bid. Similar situation to Metro 17 National in terms of how the bid came to be.
What team declined it's bid?
The Paramount one is even more unusual. They would've had to leapfrog MOCO Magic and MDJRS 14 Elite Black (tied for 7th, but MOCO would have every tiebreaker over MDJRS). I'm not sure teams are allowed to "decline" bids. CHRVA Bid Regionals Rules seem pretty clear that (1) by competing, you're committing to use the bid if you get one (which is why Blue Ridge doesn't always participate), and (2) bids won't be finalized until May. They even have a "Reallocation Bracket" at Bid Regionals for teams that get knocked out of the second round of the Bid Bracket. It looks like they followed the Bid Regionals finish in the others that have been reallocated to date - e.g., VA Elite 13 and Paramount 18 Cozad moved in when CHRVA got a second National bid in each of those ages. The situation at 15s makes sense as well -- VA Juniors earned a Liberty bid at NEQ, so they moved "up the ladder" a rung to USA when Paramount 15 Nick qualified in Open....Blue Ridge moved from their own USA bid to National; Metro 15 National moved up from their American bid earned at Regionals and into VA Juniors' Liberty bid; further down, Loudoun Elite 15 Morales got a Freedom bid as the next Bid Regionals finisher. Perhaps they'll make an exception for extenuating circumstances, but that would seem like a lot of "circumstances" for three teams to get skipped over (Premier at 17, MOCO and MDJRS at 14). Anyway, just really curious what the inner workings on all of this might have been.
Your observations are accurate and well thought-out. The only aspect of your post that is off is about teams declining bids. Here's how it works. If a team plays in the Open Division of a national qualifier and earns a bid, they must take that bid. You cannot decline an Open Bid. A team can decline a bid in any other division at at national qualifier (Blue Ridge has typically turned down the USA bids they get at NEQ or other national qualifiers). You are partially correct that when a team participates in CHRVA Bid Regionals, they are committing to accepting a bid if they earn the bid outright that specific day of Regionals. Meaning, if Regionals are on March 21st, any teams that finish in a good enough position to earn a bid must accept that bid on the spot prior to leaving the tournament. So, you're correct on that. However, a team that participated in CHRVA Bid Regionals does not have to accept a reallocated bid that comes back to the region after Regionals have already concluded. It makes sense that the Region doesn't make teams accept these bids, as most of these bids do not end up materializing until the end of April or early May. With this little notice, flights and hotels get more expensive (and sometimes Nationals are not in a particularly convenient place, e.g., 18s Nationals in Reno this year), so it's not fair for the Region to mandate that clubs go. There are a lot of parents that would say no, especially if their child's team is already registered for AAU Nationals. In the case of the 14s Division, both MDJRS and MOCO are already registered for AAU Nationals, so I'm sure most of those parents did not want to have to pay for two separate nationals given how late the bid was offered to them. So, my guess is both of these teams declined the bid, hence why it trickled down to Paramount VBC 14 Priscilla. I believe this is also what happened with Premier Edge 17 and Metro 17 National.
