Mostly Sophmores.[/quote] So there you have it. Whitman has no mechanism (open lunch is only for seniors) for monitoring and enforcing its policy. It also has no structures in place to ensure kids stay in school. This is an administrative and policy failure on the part of the school and MCPS.[/quote]
