Well, those countries typically have a very strong national ID system required of everything from school registration, securing housing to buying train tickets. That makes it very hard to be an illegal in those countries.

America has a very hands off / don't tread on me attitude towards authority. It is a legacy of throwing off the shackles of England. This anti-authority anti-government attitude is why it seems strange to present your ID when buying a train ticket or mass transit subscription. I think it seems strange because it's not a routine expectation here. But we routinely hand over our passports to get on a plane, ostensibly for other reasons, but also to verify we are who we are. And when you live in other countries, it's normal to hand over a lot of information for, say, leasing a place to live (another thing people don't do here).[/quote]
