JWMS is not over capacity in any of the future projections, so this is a head scratcher.

I'm sure they won't do that because of FARMS rates at RMHS.

I would agree with you, but then it makes no sense to move them to Frost for the same reason.

Also, I'm surprised that Fallsgrove is not moving to Crown in any of the options given that the maps show it as a walk zone to Crown.[/quote]
