[/quote] Right so the lottery accepts 100 students. The ESL obv has a limit too; they aren’t adjusting the lottery size based on ESL applications. So the ESL had a max quota by nature of the second process. Otherwise in theory it could be higher if many more applied in general lottery. [/quote]
