That doesn't mean GAO was analyzing the data (maybe OMB did the analysis, maybe OPM), just that Congress wanted a copy of the data. I believe some other sub-agency is watching IP addresses to see where people are using their laptops. At my agency during the pandemic they installed new turnstiles which require a PIV card read to enter or exit the building. Some people did get in trouble for PIVing in and then immediately leaving to go home to telework.
