High average test scores and a high per student endowment tends to be the best indicator of a school's ranking and prestige. You can massage an algorithm all you want, but in the real world test scores and endowment are a pretty good proxy for what are generally regarded as the best schools.
Again, test scores(cohort quality), per student endowment, cost, etc. etc. are all considerations in students' decisions. You can come up with your criterion just like everyone else, but again every year we get the collative real actions by 10 million students. That represents the best ranking, not the imaginary magazine rankings.
