Excuses in order:

It was a mistake. The driver shouldn't spend his life in jail for a simple mistake.
There was no intent. He couldn't understand the consequences of exceeding the speed limit slightly.

You are correct.  Golf carts come with all sorts of add-on gadgets like lights, wipers, turn signals.  AMA.  Ours is very elementary and does nothing but take you to the course and back.  If you are lucky[/quote]
