The Republicans in Congress will force a shutdown. Doing damage to the economy and people's real lives is a small price to pay in return for having some new talking points/lies for a few weeks. MAGA!
I was a contractor for a government organization when the government shutdown happened in 2013. We were out for three weeks IIRC. Some were deemed essential so that organization ran with around 50% staff. I was not there. You wouldn't believe how much work in IT got done during the shutdown. With far fewer meetings and "concurs" needed, they did around three months of work with just a few government folks saying go forth and get stuff done. Group hugs and decisions by committee were skipped and stuff got done. I kid you not.
