In my culture, if something happens to a child - a tragic accident, a mental breakdown, being arrested for shoplifting, etc. - the immediate reaction from other moms is "poor parents, I feel so sad for them". In US, the first reaction is to start dissecting what exactly the mom did or didn't do to bring this on herself. Americans in general are refusing to accept that sometimes bad things happen to good people for no reason, and they cling to this illusion of control that you can do/be anything if only you do everything right.
