I thought most academic Ph.D programs had language requirements - not that those programs are taking many WVU graduates to start
Most students don't get Ph.D.'s anywhere. English and History Ph.D. programs have foreign language requirements. Most Ph.D. programs do not, e.g., Psychology, Business, and Science. Math Ph.D.'s must typically translate a math article from Russian, French, or German, using dictionaries and Google translate. Undergrad demographics will soon shrink. Most WVU undergrads don't need Ph.D. experts on Renaissance Italian poetry. But there are lots of science, engineering, and pre-med majors who need chemistry or computer skills.
