If nothing else, this is really softening the ground for similar movements in other states and, ultimately, at the federal level. No one really has a philosophical argument against it (or is willing to state such an argument in public), so the arguments are really fall back ones like, yeah, uhhhhh, that sounds good, but the logistics, the money. The money is there, and this country can surely reasonably identify those who are entitled to payments.
Im willing to state the "philosophical" argument against this. It is wrong to take property and cash from one group of people and give it to another group of people because of what their ancestors may or may not have done.
That's just for the starters  There are so many more philosophical wrongs with this, and also deep logical flaws that nothing will ever happen that would be material enough and wouldn't cause riots and outright civil war. They are doing performative tiptoeing around this, but sure enough the amount will keep getting lower (it's already had been cut from 5 mil + income that was originally "approved"), and qualification criteria will get so difficult, that it will become a dog and pony show with a few lucky families winning a little lottery and being paraded as totems of "justice finally served".
