These shelters were what Republicans call pork. They are high school gyms, community centers, recreation centers, and other event spaces that were funded with up to 75% FEMA Hazard Mitigation Grant and Public Assistance Grant funds because they were built to shelter standards to serve as emergency standards. The Disaster Management teams have all been trained and equipped by FEMA. Florida has had a bunch of hurricanes. The Emergency Operations people in the coastal counties know how to do the immediate preparation and response. The longer-term relief and recovery are when the state and federal governments need to function effectively. [/quote]
