umm I think you need to watch the Twitter feed at the beginning of the post?  There seemed to be three points the BoE didn't act upon?

1. Put an end to the bullying
2. Change program curriculums

The bullying motive is b.s. on the day he was murdered he went to meet the bullies. Why do you go to a secluded place to meet people who are bullying you? For those who are moaning about violence in MCPS why don’t you come out and say it? It comes from the black community and an accepted part of their culture. Ask any teacher about where their biggest problems come from? Privately they will tell you but no administrator or public official will admit it.[/quote]

Did you know the victim? Do you know if he had any developmental or intellectual disabilities? I can think of alot of reasons why a child might go to meet a bully in the woods. An autistic child would do so because they do not have the same grasp of what other people are planning that would seem obvious to non autistic people. A child with an intellectual disability might go because they too didn't know what the other person's motives are. An average teenage boy might go because if he didn't, he would be bullied even harder for being a chicken.
