It seems to largely be administrators repeating earlier USNWR PA ratings that were probably based on an vague overall assessment of the school (undergrad, grad, research), not for how much an undergraduate is taught or tested. Caltech at 4.6 is at the same level as Penn in PA. No offense to Penn grads, but a Caltech grad is going to be pushed more than grads in the same majors at Penn. Caltech gets dinged a couple of tenths for being small and not having humanities. [/quote]
