It harms the businesses. There DO still need to be consequences. Being poor does not excuse stealing. I myself lived out of my car for a while, but even then I didn't just take things that weren't mine. I think people can make mistakes in life, we all do. I believe if there are extenuating circumstances it could merit some potential forgiveness with restorative justice (like providing an amount of labor to the store that was robbed equivalent to the cost of the goods stolen plus the inconvenience caused to the business) - for the first time or two. But after that, one should not be allowed to keep stealing again and again. [/quote]
