I've thought a lot about it and think it's a combination of * 9V batteries cost money * poor physical shape so don't want to get up on a chair or stepladder/don't have anything sturdy enough to climb on * worried about breaking the detector/don't know how to do it * feeling that someone else should do it for them because they pay rent * so used to tuning out difficult or annoying things that they literally don't hear it. I think it's actually an amazing example of how miserable generational poverty is. There are so many barriers, and people are so constantly under stress and experiencing chaos that they don't know where to begin, and fixing the chirp doesn't even register.[/quote]
