You would never want to potentially embarrass them. Whereas the foreigner will have to pay their fine by the time their visa is up for renewal. And then I returned to the US and saw that people like to have incredibly long meaningless discussions about a road rage incident that occurs a thousand times a day in the previous two areas I mentioned.
