FFS. He wasn't trying to take her dog.  He was trying to show her that with her dog off leash it would easily run away from her and go to someone else.

He's a birdwatcher in his regular birdwatching spot.  He probably regularly runs into dogs off leash.  Carrying dog treats is a tactic; people do it do so they have some leverage with an unfamiliar, unleashed dog.

BTW, there are a lot of posts saying that people are on the side of the psycho woman. I've read all of the pages and honestly, I don't how one could even come around to seeing it from her side. Her side is Racist Loon.
