Since they have the smarter, better students and more of their buildings have been renovated they really don't need as big of the pot of money but they also need to keep their kids at their schools so they will have to educate their special needs kids with the buildings and programs they have vs. shipping them out to other schools to boost their numbers[/b].[/quote]
