No, it says (in somewhat tortured syntax) "You don't live inbound, but you expect the privilege of being offered more special treatment than the other 500 families who participated in the lottery.   Written in Spanish presumably addressed to Diego, but personally I find that a bit silly when writing on DCUM - especially when PP writes without accents and with misspellings ("vivien").  Not a sterling representation of OA's superior Spanish.  Also, "deberia [b]de[/b] aprender"?  Just.. no.[/quote]
