It was an audit not a consulting engagement. When MCPS hires an industry consultant (Metis group for example) its like a regular consulting engagement where the consultant delivers whatever the the organization paying it wants to hear. It works this way in every industry. Auditors are different. Universities that provide peer reviews or audits are looking out to not tarnish their own prestige so they wont provide a biased report telling the organization what it wants to hear. They do give their fellow educators a break and tend not to be too harsh unless its really bad. While they are absolutely friendlier than external financial auditors, they won't say a stinking pile of poo smells like a rose. [/quote]
