[/quote] When things like this happen it is rarely just one or two people's fault, especially when those people are school leaders. It's the leaders who create a school's culture. The culture they created appears to be one of not asking tough, uncomfortable questions when confronted with evidence. of serious wrongdoing. [/quote]
