I think the threat of someone else dying for your actions is a more effective control mechanism than holding the offender responsible.

The one thing I don't understand is don't you think Negan would automatically mobilize his entire army and exterminate Alexandria the second he discovered Darryl had escaped? It doesn't track that these communities will have any time to unify.[/quote]

I was wondering the same thing. He will definitely come looking for him in Alexandria and I can only imagine what he will do when he doesn't find him. [/quote]
