A strategy is options or processes you take to achieve a goal.  What you outlined are what ifs based on what comes to pass.  A strategy is different.  First step: define a realistic achievable goal.  Next: come up with options to achieve goal.

You listed a what happens if the shutdown continues plan.  Is the goal to shorten a shutdown? Is the goal to continue shutdown until Dems succeed 100% their objective? It doesn't seem either are possibilities.  In 2/3 scenarios the Dems do not lower the rates. So WTF are they doing?!!!!!

I don't need this idealistic speech about sticking it to Rep who are the ones in control who don't care about who they hurt! It's meaningless.  It isn't realistic which is why I am so frustrated with Dems. In everything they do, they aren't practical.
