You may want to read up on how this has happened before, and why it is a possibility that can come up legally at times, as it is a part of the design of the system.

Democrats would be happy to move forward if their concerns were addressed, particularly the problems rapidly approaching regarding millions of people suddenly unable to access healthcare. The GOP has control of the entire government (executive, legislative, and judiciary branches) but is not addressing it, and this (legal) glitch in the system is the only way they have to leverage some relief for Americans at risk, at the federal level.

Or the GOP could vote to pass it with a simple majority, but they are not doing that. It's an apparently legal rule change that they have used before. [/quote]
