It is all relative. 
We will start celebrating when prices drop to the place they were when Biden took office..... just over $2.00/gallon, I believe.

The average price of gas during Trump's administration never reached $3.00.  
Under Biden, we will be lucky if it goes lower than $3.00.

It is not so much what he did.  It is what he didn't.  He didn't demonize the oil industry and promise to put them out of business like Biden did.
