You might want to learn about the National Institute of Health and the World Health Organization. USAID did play a key role in country level surveilance of disease and supporting the capacity of national institutions to fight diseases. We're not an island. We're not isolated. We are part of a global community, and the transport systems enable people and viruses that may be hitchhiking, if you will, on these people to be able to move across borders.
