You would think. Sorry to say...there's no overarching algorithm Valor developed on how they determine any justified movements among players.

It's the same year over year nebulas process during the tryouts.

Good luck, if you're the bottom coach, sheesh...
-Players from team 1 will remain on team 1. 
-If moving age groups, team 2 best players will get taxed to fill in the remaining team 1 roster, so on and so forth until there are no riper tomatoes...

So, what's left? 
-3rd-4th-5th teams where there may only be 15-20% that are actually high performing kids out of the roster in each team. To add, they might not see a level 2 team for a while. 
-Some leave to tin-cup with other clubs and some decide to stay waiting for those breadcrumbs.

Basically, pay to play, get in line and wait your turn. Hopefully, you don't fall prey to this terrible business practice.
