Oh, an another thought...she could use Lyft if that's available.  Lyft will not pair you again with a driver if you rate them less than 3-stars.

Uber could easily modify the app so that first it searches for customer preferred drivers within a 2 mile radius and then if none are found or none accept, then it would go to the default app. [/quote]
