Nobody is saying she's a failure "Just for talking to her boyfriend." The problem is that she is doing it often enough at work, and to the point of neglecting her actual job (that she is getting paid to do) to the point that it has been mentioned multiple times and has become a reason to fire her -- because she isn't worth the wage they are paying her.
