Apollo got caught in a loop of doing similar missions over and over because they lacked tech to deal with basic issues like lunar dust. The answer is that frozen water is made up of Hydrogen and Oxygen. using the power of the Sun, you can break up the water into the two elements. Excellent rocket fuel. So much better to manufacture rocket fuel from a lunar base than to schlepp it all the way from Earth. [/quote]
