MCPS would have to have done further analysis/engaged in additional consideration beyween March and Novvember (and the earlier the better) for any steering of this ocean liner. There was a timetable to keep that would have been incompatible, after the last set of options were released, with all but the most minor of adjustments. Those minor adjustments would be such as we saw. I would bet some of that was foreseen/planned, like modifying H to send the immediate Crown area to Wootton @ Crown. The consultant's option construction was not allowed to present that in H, itself, because that would send populations across region boundaries based on [i]existing[/i] HS zoning. The superintendent had no such constraint when it came to his own recommendation. It's not as though this year's community input at BOE business meetings/work sessions/hearings had any significant effect.[/quote]
