It’s not splitting hairs. There’s an actual difference to the people wearing them and the areas they live in.

This would be a big no no to the Taliban in Afghanistan. Women wearing the chador with a niqab (face veil) are being denied entry into hospitals by the taliban. It’s either burqa or no entry.
