First of all, no more quotas or bonuses for agents.
Secondly, agents need to only detain people when they have a judicial warrant. 
Keep detainees close to their homes and families.
Preserve the consitutional rights of all people (whether citizen or not) and agents need to be investigated and punished if they violate the constitution, same as every other law enforcement officer.

It leads to ICE agents brutality, the violation of the Constitution, and sometimes even the death of American citizens. Performance bonuses may be great for the sales team or your small business.
