The foundation of an asylum claim is not based on overall “safety”. Claims are based on grounds of race, religion, nationality, political opinion, or membership in a particular social group. Most people with claims not going to be able to establish that they would be even at moderate risk in most of the countries PP listed. And that’s IF the claim is real.
