They are taking the resumes sent to the civil service folks, filtering for candidates with relevant skills, then using body shop contractors to hire people (due to the civil service hiring freeze). I would suggest sending an unsolicited resume and cover letter to any such sites within your commute radius. I also know of tech companies (outside govt sector) along Silver Line that are actively hiring new CS grads.
