Whether or not someone meets your narrow definition of indigenous is irrelevant.
Every African country needs to get past the heavy hand of history and start living in this century and make laws that are equal to every person.
South Africa has about 400 race based laws.
BEE is why starlink is not available in South Africa.
Farming is desperately needed on the whole continent. It needs to be modern day commercial farming that mass produces food so that it is available cheaply enough for the growing population.
Currently the continent has over 1 billion people, which is a man made problem and there is no alternative than to embrace the time and century that we live in.
Subsistence farming will kill the economy and leave the farmers in dire straits when there is a seasonal drought.
