Actually, during the Bush Administration ( circa 2007 ish ) his Dept of State Inspector General was about as far from being a barrier to corruption- he was Bush's Yale Frat brother and as Inspector General of the State Department he ordered all of his subordinates to immediately cease all investigations of contact fraud in Iraq :[url]https://en.wikipedia.org/wiki/Howard_Krongard[/url]

So maybe look more critically at the trend of corruption instead of just being triggered :
