[/quote] Governments don’t exist to make profits. It’s there to do the things for the public good that would not be done otherwise. Some agencies primarily have human capital, and they probably are relatively inexpensive and work on the equivalent of a fixed income. Federal dollars are also divided between personal services (paying people) and non-personal services (everything else, including contractors). You can’t use one to pay the other. So particularly under a continuing resolution there is no additional PS money to fund the raises, and this hurts those smaller agencies with no wiggle room.[/quote]
