How do you know?  For certain?

Seems the only reason this guy was caught was because he contacted the clerk's office to see if he could get his ballot back.

I think there are far more non-citizens voting that we know about.  In some states, it is not required to prove citizenship to register.  
And, many of those non-citizens are illegally present.  They have already broken the law once and got away with it.  Why not again?

And, I will remind you that a few years back the control of the VA State House was decided by drawing the name from a canister because the votes were tied.  So, yes, ONE VOTE ILLEGALLY CAST ABSOLUTELY MATTERS.
