So they asked her to go off the racing block, then they went back and ran through a course of breaststroke.  Oh and by the way they don't like her breaststroke.

I’m sorry to report that a competitive 8-year -old should be able to do a block start and a legal breaststroke. This isn’t bullying. It’s club swim.
