Those go to the Air Force One cargo area. Trump used those lower stairs all the time because he couldn't carry his bulk up the main stairs. Honestly I was wondering when Trump was going to demand an elevator be installed. Biden would typically try to use the main stairs to the upper entrance even though he slipped on them once or twice.
